A LAUNCESTON man feels wheelchair users and the elderly are being discriminated against by Cornwall Council after he was issued with a car parking penalty charge notice at the beginning of last month.

Andy Lyle parked outside the Old Fish Market, Launceston, while he collected his 84-year-old mother, Jean, from the hairdressers and was shocked to find he had been ticketed.

Andy's mother is a wheelchair user and for the past three years he has parked in the loading bay if the parking bays have been in use, and displayed the Disabled Blue Badge.

He complained to Cornwall Council's Parking Services department, and told them: "When I came out, I found a parking ticket on my windscreen saying I was inappropriately parked, but as far as I was concerned I was loading my mother who is a wheelchair user and not capable of walking to a vehicle."
