DEVON County Council has revealed plans to convert Colesmill Viaduct in Holsworthy for use as part of the Ruby Way and an important link in the almost continuous off road path leading from Ilfracombe through Hatherleigh and Holsworthy to Bude.
Built in 1878 of poor quality volcanic stone, the now derelict viaduct is a listed building of architectural and historic interest. The project is to safeguard the structure by repairing it, building new parapets and creating a link between Underlane roundabout and the main road at Colesmill. New masonry walls will be built in keeping with the original and the two smaller bridges at Chapel Street and the former main road will also be restored and converted.
The viaduct, two bridges and most of the approach embankment are owned by a private individual, so compulsory purchase may be needed to obtain ownership, and planning permission is required for this process. Devon County Council could apply for a grant from the Heritage Lottery Fund to assist with the cost of repairs which could amount to £500,000 to £1 million. These grants can cover 90 per cent of the costs.
The path over the viaduct will be for walkers, cyclists and wheelchair users, but not for horse riding because of concerns about a mix of users in a confined space. Furthermore, horses would need a 1.8 metre parapet which would be heavier and out of keeping with the original and prevent other users from enjoying the views. An alternative route for horse riders could be developed, bypassing the viaduct.
A small exhibition on the proposals can be seen this week at Holsworthy Library. Local support is important to the bidding process and the public are requested to submit comments. The next step would then be for the county council to apply for planning permission and listed building consent.
