PA23/00359/PREAPP: Pre-application advice has been issued by Cornwall Council for the proposed replacement of an existing lawful dwelling in Polyphant.
Mr S Ross applied for the advice from the local authority for the advice concerning a dwelling at Trecoombe Stables, Polyphant, Launceston.
In the response, the planning officer responsible describes the current property as: “The site comprises a mixture of single-storey timber structures and a double-height, open-sided barn structure. The single-storey timber structures are used as a mixture of dwelling, tack storage and stabling for personal use, and form around a central courtyard. The existing open-sided barn is used as storage.”
In the advice, the officer concluded: “In my opinion a replacement single storey dwelling on or near to the site of the lawful dwelling has the potential to comply with the policies aforementioned and the proposal has potential to be supported. The proposed single storey dwelling on the alternative site could also potentially accord with Policy 7 of the CLP but may conflict with Policy 23 of the CLP and ENV1 of the North Cornwall Local Plan 1999 as described above. This conflict would need to be outweighed within the balance of considerations by sound policy-based benefits of the scheme. In any case, design of the dwelling should be reflective of local character and adequate parking, turning space and outdoor amenity space provided as well as suitable landscaping and ecological and sustainable energy enhancements.”
