Bob Spencer, a former Acting Assistant Chief Constable with 30 years’ experience in the force, is opposing the cuts in policing that he said is leading to fewer officers on the beat.
Mr Spencer recently stood down as an independent chairperson of both the Devon and Torbay Safeguarding Boards, working in partnership with health and social services, and has served as a magistrate for almost five years.

Conservative Tony Hogg, the current police and crime commissioner for Devon and Cornwall, is not standing for re-election. The Conservative candidate is Alison Hernandez.
Former Teignbridge MP Richard Younger-Ross, who has said he will campaign to abolish the commissioner post, is the Liberal Democrat candidate.
Labour’s candidate is Gareth Derrick, a former naval commander.
Candidates have until April 7 to declare.
The election for Police and Crime Commissioners across 41 forces in England and Wales, takes place on Thursday, May 5, this year.
