The council has already received the three signatures required requesting an election to fill the district vacancy which, if contested, will be held on Thursday, August 15.
Nomination papers can be collected from the Returning Officer and must be completed and delivered back to the Riverbank House offices in Bideford no later than noon on Friday, July 19.
Applications, amendments or cancellations of postal votes must reach the Electoral Registration Officer at Riverbank House, Bideford, Devon, EX39 2QG by 5pm on Wednesday, July 31.
