PA23/01498: Cornwall Council has refused to give planning permission for the demolition of an existing agricultural building and erection of a dwelling, change of use of land to a garden with associated works for a property at Boyton, Launceston.
Mr Clayton Ellacott applied to Cornwall Council for the works at his property at Silverlands Road, From Boyton to Boyton Bridge, Boyton, Launceston.
It had been objected to by Boyton Parish Council who said: “Boyton Parish Council voted against the application.
“Although the council said there was no loss of privacy; it was not overbearing; it was not overly visible from the road; it was noted that the design and materials are not in keeping with the existing Silverlands cottages. It was suggested that the plans should be looked at the be in keeping with the other cottages (stone rendering). With regards to infrastructure, it is a rural location and there is limited transport. It was also felt to be much larger than the Class Q approved plan.”
Refusing the planning consent, Cornwall Council’s planning team said: “The proposed dwelling, by reason of its scale and domestic appearance in this countryside location within the Upper Tamar Area of Great Landscape Value, will create visually harmful built form, eroding the character and appearance of this part of the countryside. In the absence of any special circumstances to justify it, the proposal represents an unsustainable and sporadic form of development in the countryside and, in the absence of any other material considerations which outweigh such harm, the proposal is contrary to policies 1, 2, 7, 12 and 23 of the Cornwall Local Plan Strategic Policies 2010 - 2030 (November 2016) and policy C1 of the Climate Emergency Development Plan Document (February 2023).”
