THE bid by national coffee chain Costa to open a café in Launceston's square has been recommended for refusal by town councillors. The planning committee came out against the application, following representation from existing café proprietors in the town. But the final decision on the Costa proposal will be made by Cornwall Council. Costa Coffee is applying for the change of use of 24 Broad Street — the former premises of Day Lewis pharmacy — from retail to a café. Among members of the public at the town council committee meeting were five people representing cafés in the town.
