THE entrance to Well Park car park, in Holsworthy, has finally been resurfaced, writes Christine Williams.

When Holsworthy’s Well Park car park was resurfaced in August 2015, the workmen left untouched a few metres of road linking the car park to the exit on Western Road. That meant that for the past two years and more motorists, police cars, vans, fire engines, ambulances and school buses have had to drive over the badly potholed surface while the authorities decided who was responsible for it.

Efforts by local people, including Ken Watson, a governor of Holsworthy Community College, to draw attention to the state of the road and photographs and comments in the Post were all in vain.

Initially there was a dispute between Torridge District Council and Devon County Council until the latter accepted some responsibility and undertook to persuade those who used the road most to contribute to its upkeep.

Finally, on Tuesday, October 24, during school half term the long wait ended when workmen arrived and in a few hours the road had been repaired and resurfaced.

Simon Phillips, a Devon County Council neighbourhood highway engineer, has issued a statement explaining the long delay. He said: “Our property department have been trying to put a legal agreement in place between all those who have a frontage on the road so that they all contribute to the future upkeep.

“As with any legal agreement and contract involving a number of parties, the dealings can be complex and time consuming. I would assume that the negotiations in this respect have been successful and that the future maintenance liabilities in respect of the road have been agreed.”
