PA23/00647 – The demolition of an existing detached garage and proposed reconstruction of a rear extension along with internal refurbishments and window, door and roof replacements has been approved by Cornwall Council.

The application concerns the property at 49 Killerton Road, Bude and the application was made by Mr and Mrs Duncan.

PA23/02198 – A proposed extension to a Home Bargains retail unit in Bodmin, with permitted uses as a sandwich shop/bakery (Class E (a)) and as a sui generis (Class E (b)) use as a hot food takeaway and associated works is one step closer after a successful submission of discharge of a condition.

It was stipulated that prior to any works taking place, TJ Morris Limited had to submit a detailed construction environmental management plan to be approved in writing.

Cornwall Council confirmed this had been successful.

PA23/01276:- Prior approval is not required for a silage clamp building comprising three walls arranged in a U-shape to enable cut grass and maize to be stored under compaction. That’s the response of Cornwall Council to an application made by Mr P Wonnacott for the property at Emmacott, Trebarfoot Manor, Poundstock, Bude.

PA23/01057 – An application in principle for permission for the construction of a dwelling in Padstow has been REFUSED by Cornwall Council. Mr T Bennett applied to construct a dwelling at land east of 1 Sarah’s Meadow, Padstow.

Padstow Town Council objected to the application, saying: “NOT SUPPORTED; i) overdevelopment; ii) concerns regarding sewage systems; and iii) concerns boundary hedge could be affected.”

There were also 14 objections from neighbouring residents with zero comments in support. In the letter confirming the refusal of planning permission, Cornwall Council’s planners said: “The development of this open undeveloped parcel of land which makes a strong positive contribution to the street scene, to provide a single dwelling would inevitably lead to the loss of visual amenity and result in harm to the character and appearance of the area. It is not considered possible to satisfactorily address this harm at the technical details consent stage and no illustrative information to demonstrate otherwise has been submitted with this application.

“For this reason, it is concluded that the amount of development proposed would unavoidably harm the visual amenity and character of the area to an unacceptable extent and would be contrary to Policies 2, 12, 21c and 23 of the Cornwall Local Plan Strategic Policies 2010-2030, paragraphs 124, 130 and 174 of the National Planning Policy Framework 2021, and PAD6 of the Padstow Parish Neighbourhood Plan 2022-2030.”

PA23/00786: A proposed side utility as well as a living room and front bedroom extension at a property in Davidstow has been given approval by Cornwall Council.

Mr and Mrs Teale applied for the works at a property known as Foxgloves, Trewassa, Wassa Lane, Davidstow.

PA23/00539: Outline planning permission with some reserved matters for a proposed community facility and improvements to an existing football pitch and associated works in Port Isaac has been given approval by Cornwall Council.

The application, concerning Playing Field, Trewetha Lane, Port Isaac, was made by St Endellion Parish Council. Cornwall Council gave it conditional approval, subject to conditions stipulated including the provision of parking, submission of a travel plan, the development of a landscape and ecology management plan and other conditions related to the construction methods and land contamination.

PA23/00725 – A certificate of lawfulness for an existing hardstanding surface at 5 Noels Meadow, Mount has been withdrawn by the applicant.

Mr Andrew Killen had applied to the local authority to certify the hardstanding as lawful. However, prior to it being withdrawn, the Warleggan Parish Meeting had demanded that the hardstanding be reversed.

In their response to the consultation, they said: “The Parish Meeting objects to the grant of a Certificate of Lawfulness. In particular the Meeting took into consideration a number of matters including:- (a) Contrary to the Statement by the Applicant there have been objections both to the Parish Meeting and Cornwall Council in relation to the works. (b) The creation of an impervious surface is both contrary to current policies relating to such areas and creates surface water drainage problems. (c) The Applicant has indicated that they have formed a drain and soakaway alongside the concrete. The drain does not appear to be effective and we have not been provided with any details of the soakaway such as percolation test and dimensions. (d) There are dedicated parking spaces available to the property in Noel’s Meadow and additional visitor parking provision and thus parking in the front garden is not a necessity. (e) Parking in the front garden causes unnecessary intrusion and loss of light to No. 6 adjoining. (f) The Meeting was aware of Covenants in the Title to the property which state that the owner is “Not to make any alternations or additions to the exterior of the premises” and not to cause any nuisance or annoyance to neighbouring properties. The laying of the concrete drive contravenes both clauses. (g) The essential nature of the design of Nos. 5 & 6 was for them to have front gardens with allocated parking spaces at the bottom of the cul de sac only a few metres from the properties. The laying of the concrete drive over the front garden causes numerous issues and should not be allowed to remain.

“The Parish Meeting requests Cornwall Council to refuse the application and require the reinstatement of the garden area with a requirement that it not be used for the parking of vehicles.”

PA22/10726 – A certificate of lawfulness for an existing use of a site used as a camp site for over ten years has been REFUSED by Cornwall Council.

Mr Stephen Mably applied to the local authority for the certificate of lawfulness for Dinham Farm Caravan and Camping, Camel Road, St Minver. The application stated that Dinham Farm had been used as a camp site for over ten years and thus qualified for approval. St Minver Highlands Parish Council objected to the application, saying: “The St Minver Highlands Parish Council objects to this application on the following grounds: This is a green area and is not a suitable location for development.

For consistency within the Parish Council’s planning decisions.”

Cornwall Council refused to grant the certificate. In their notice of refusal, they said: “Aerial photography do not show the continuous use and information submitted is not sufficiently precise and unambiguous to justify the grant of a certificate.
