A GROUND mouted solar panel array to power a swimming pool has been approved for a property near Holsworthy.

Mr and Mrs Wosnitzka applied to Torridge District Council seeking permission for the installation of two rows of 20 solar photovoltaic (PV) panels for their property on Staddon Road in Holsworthy.

The swimming pool had been given planning permission in 2017, with a previous planning permission for the demolition of a ‘Nissen Hut’, shed and workshop to be replaced by an extension, garage and indoor pool.

Responding to the application, Holsworthy Hamlets Parish Council said it was in support of the planning application, stating: “Thank you for the consultation request for the planning application reference: 1/0351/2025/FUL for a Ground mounted solar panel array at Whimble Barn, Staddon Road, Holsworthy, Devon EX22 6NH.

“This application was discussed by the members of Holsworthy Hamlets Parish Council at their recent meeting. The discussion included analysis of the location plan, the site plan & the proposed elevations.

“The proposed solar panel array is to provide power for a swimming pool at this property. The array will not be visible from the public highway.

“Following the discussion it was agreed that Holsworthy Hamlets Parish Council has no objection to this application.”

In a document accompanying the notice of approval, the planning officer noted that the panels would not be visible from the highway, adding: “The site is not located within a conservation area or within any special landscape designations. The proposed solar panels are small scale and are intended for domestic use.

“Whilst the proposed site of the solar panels is in an elevated position which has long reaching views of the wider landscape, it is well screened from the public highway to the north by mature vegetation that surrounds the site.

“The solar panels have been positioned in the northeastern corner of the property boundary and are sited next to the existing pool house. Therefore, if there are any wider public views of the proposal it will be seen within the context of the existing dwelling and the other residential properties located along Staddon Road to the north of the site.

“Whilst there are neighbouring properties nearby, they are located a distance away from the site of the proposed solar panels and due to the nature of the proposal it is unlikely to have any impact on neighbouring residential amenity.

“Although the useable garden space of the property will be reduced there will still be an adequately sized garden area remaining.

“It is therefore considered that subject to the compliance with the attached conditions and taking into account all other material planning considerations, including the development plan the proposal would be acceptable.”

The plans were approved subject to standard conditions relating to the time limit of three years to commence work and to ensure the development is carried out in accordance with the approved plans.
