PA23/00178: An amended scheme for the erection of three dwellings, together with the extension to the residential curtilage area to serve the dwellings, previously approved under PA20/01889, namely moving the siting of the approved development to the east has been given CONDITIONAL APPROVAL by Cornwall Council.

The application, by Mr I Scott, concerns a proposed development at Strylands Farm, Altarnun, Launceston.

A number of conditions were stipulated by Cornwall Council, relating to the landscaping of the development and the protection of bats.

Another condition included was: “The development to which this planning permission relates shall not be implemented if any part of the development for which planning permission was granted by the Local Planning Authority on 09.07.2020 under application reference PA20/01889 is begun.

“The development hereby approved shall not be commenced until the existing agricultural building shown on approved plan 2019-42.P3(22) received 19th January 2023 has been demolished and the resulting materials permanently removed from the site.”

“Reason: To avoid overdevelopment of the site in the interests of visual amenity and to ensure sustainable development through avoiding new isolated homes in the open countryside without special justification in accordance with the aims and intentions of Policies 1, 7, 12 and 23 of the Cornwall Local Plan Strategic Policies 2010-2030, adopted November 2016 and paragraphs 80, 130 and 174 of the National Planning Policy Framework 2021.”

PA23/00393: Prior approval for a change of use for an agricultural building to one dwellinghouse (Class C3) is NOT REQUIRED for a property in Launceston. That’s the verdict of Cornwall Council to an application on land South East of Trespearne Barn, Laneast, Launceston, made by Mrs Clare Smith.

There was one comment from the member of the public, Mrs Karen Franklin, who wrote: “I have looked at the plans and cannot understand why application is for dwelling houses (plural). I can only see one house. Please could you explain where the others are. Thank you.”

Cornwall Council said, that while prior approval is not required, it was subject to conditions. As well as a condition stipulating that the development must be subject to the recommendations in the Bat and Barn Owl Survey included in the application, the ancillary building to the north-east of the proposed dwelling must not be used by livestock.

The condition reads: “The agricultural building labelled as ‘Ancillary Building (for non-livestock uses)’ on drawing reference: TM485e.P1, which is directly to the northeast of the proposed dwelling, shall not be used for the housing of any livestock.

“Reason: In order to mitigate the impacts of noise and odour in accordance with Policy 13 of the Cornwall Local Plan Strategic Policies 2010-2030 (Adopted 22nd November 2016)”

PA23/00338: A proposed driveway to a property in St Breward has been APPROVED by Cornwall Council.

Mr and Mrs Warren applied for the development at their property on land west of Hill Farm, St Breward, Bodmin.

The development was supported by St Breward Parish Council.

PA23/00314: An application for the updating, alterations and extensions to a property in Bude has been APPROVED by Cornwall Council.

Mr and Mrs Ford applied for the works to their property at Lundy View, Coast Road, Millook, Bude.

Poundstock Parish Council raised no objections to the development.

PA23/00011: A proposed dwelling for an agricultural worker in Launceston has been given CONDITIONAL APPROVAL for planning permission by Cornwall Council.

Mr and Mrs Pridham applied for the dwelling on their property on land North of Trewithey Farm, North Hill, Launceston.

North Hill Parish Council were in favour of the development, subject to the following: “Councillors support in principle, however, the proposed Agricultural Worker dwelling is located too far up the field (Green Field Site) and would recommend the dwelling is brought down closer towards the yard.

“Also, the Councillors wish the proposed development to have Agricultural Ties.”

Conditions stipulated by Cornwall Council include rules related to future development of the property and planting, seeding and turfing.

Further, another condition states: “The occupation of the the dwelling hereby approved shall be limited to a person solely or mainly working, or last working, in the locality in agriculture as defined by section 336 (1) of the 1990 Town and Country Planning Act (as amended) or in forestry, or a widow or widower of such a person, and to any resident dependants.

“Reason: To ensure that the dwelling is kept available for meeting the need to accommodate an agricultural worker on a site where residential development would not normally be permitted and in accordance with the aims and intentions of policy 7 of the Cornwall Local Plan Strategic Policies 2010 – 2030.”

PA22/11338: A loft conversion for a property in Bude has been APPROVED by Cornwall Council.

The application, for the property at 6 Pathfields, Bude was made by Mr David Marshall.

Bude-Stratton Town Council in its consultation response said: “BSTC had no objection in principal but did have some concerns with regard to the scale of the proposal in relation to the adjacent properties.”

PA22/11031: Permission has been GRANTED for a loft conversion at a property in Bodmin.

Mr Keith Spear applied to Cornwall Council for the work to his property on Launceston Road in the town.

Cornwall Council gave approval to the application, which was supported by Bodmin Town Council.

PA22/10716: Permission has been GRANTED for the erection of a building to cover a feed area.

The application on land at North Hellescott Farm, Hellescott Road, Petherwin Gate, Launceston was made by Mr J Frayne.

Cornwall Council approved the application.

PA22/08049: CONDITIONAL APPROVAL has been given to a proposed erection of a dwelling on land east of Little Beckaveans, Jacobstow, Bude.

Mr Rick Ellicott applied for the permission from the local authority, which received eight objections from nearby residents, mostly related to vehicle access concerns.

Jacobstow Parish Council said the following in response to the application: “Councillors wish to make no comment. (They would like to say that the signage on the junction is very bad. Addition signage is needed). “

They later added: “Councillors are grateful that the Applicant has changed the Plan. However they are still concerned about the access to the property with the narrowness of the road. Could there be Traffic and Visibility Management while building work is taking place?”

The conditions stipulated by Cornwall Council related to traffic management, visual amenity and planting.
